Portman said of CNN’s State Of The Union, “Reconciliation is a tool that you can use. It has to be directly related to the budget. The Democrats talk about using it from the start without trying to find a bipartisan compromise like we did with covid-19. If you can’t find bipartisanism on covid-19, I don’t know where to find it. Our proposal will include all of the health care funding that President Biden has in his proposal. All of it. There is a lot of bipartisanism. But second, reconciliation is not intended for the purposes for which they are trying to use it. You’d need to get rid of what is called the Byrd’s Rule that keeps them on budget. That would change the rules of the Senate. It would not be the old reconciliation, but a new reconciliation. That was very clear to them. You know how it works. In essence, getting rid of the Byrd Rule, which is a big change in our country and leading to less bipartisanism, nothing more will eliminate the filibuster. “
There are lots of small ways to kill the filibuster without some Senate Democrats unwilling to kill the filibuster voting to get rid of it. The abolition of the Byrd Rule would mean that the Democrats could reconcile to restore and strengthen the voting law.
Majority Leader Schumer and Senate Democrats have learned from Mitch McConnell’s observation that the rules are as the majority decides, and Democrats will not allow the Biden presidency to be a replication of the obstruction that President Obama faces was.
Senate Democrats have the power and will use it.
